As the result of an incident which occurred in the early morning hours of November 27, 1989, at Bubba Louie's Bar in Wheaton, John William Barnhard, Jr., the petitioner, was charged in the District Court of Maryland, sitting in Montgomery County, with assault and battery upon three members of the Montgomery County Police Department, resisting arrest, and disorderly conduct. These charges were transferred to the Circuit Court for Montgomery County...
