Plaintiffs' cases, consolidated below, were brought in the circuit court of Cook County seeking review of a determination by the Illinois Department of Employment Security (the Department) that plaintiffs were ineligible to receive unemployment benefits. The circuit court confirmed the decisions of the Department. The appellate court reversed the circuit court's decision (207 Ill.App.3d 799
