Emanuel Hospital (Emanuel) brought this action against the City of Hermiston (Hermiston) and Umatilla County to recover for medical treatment of a patient apprehended by a Hermiston police officer. The trial court granted summary judgment in favor of Hermiston and Umatilla County.
