Emanuel Hospital (Emanuel) brought this action against the City of Hermiston (Hermiston) and Umatilla County to recover for medical treatment of a patient apprehended by a Hermiston police officer. The trial court granted summary judgment in favor of Hermiston and Umatilla County. The Court of Appeals affirmed the summary judgment in favor of Hermiston and reversed and remanded with regard to Umatilla County. Emanuel Hospital v. Umatilla County...
