From September 1, 1983 to July 31, 1989 and from February 1, 1990 to July 31, 1990, plaintiffs Youava Vang and Vang Chang Heu (hereinafter "plaintiffs") were recipients of Aid to Families with Dependent Children ("AFDC") benefits, which made them categorically eligible for food stamp benefits.
