This action, addressed to the original jurisdiction of this court,1 challenges the constitutionality of Act 6, 53 P.S. § 12720.101 et seq. (Supp.1991), the Pennsylvania Intergovernmental Cooperation Authority Act for Cities of the First Class, and the legality of the agreement entered into pursuant to Act 6 between the Pennsylvania Intergovernmental Cooperation Authority and Philadelphia...
