On this appeal, we determine that the circuit judges for Manitowoc county had the statutory authority to issue an order which appointed a register in probate, assigned certain duties and powers to that position, and decreed that the register in probate is not a municipal employee under sec. 111.70(1)(i), Stats., of the Municipal Employment Relations Act (MERA).1 We therefore affirm the circuit
