Larry Selland appeals from a permanent domestic violence protection order entered in favor of his spouse, Penny Selland. We reverse and remand.

On May 29, 1992, Penny applied for emergency protective relief in Burleigh County, the residence of Larry, and was awarded an ex parte temporary protection order pursuant to NDCC ch. 14-07.1.
