Petitioner Jeff D. Palmer has moved pursuant to 28 U.S.C. § 2255 to vacate or correct the sentence imposed upon him by this Court on April 14, 1986. He had pled guilty to distribution of and possession with intent to distribute cocaine in violation of 21 U.S.C. § 841(b)(1)(B) on January 7, 1986. He was sentenced to imprisonment for a term of two years followed by a special parole term...
