On April 18, 1988, the Forest Hills Local School District Board of Education ("board") held a board meeting where a Revised Policy Manual was presented to the public. Part of the Revised Policy Manual, specifically Section 40-33 Fire Prevention and Safely, prohibited smoking in any district building. The Revised Policy Manual was adopted by the board at its regular meeting on May 16, 1988 and was to become effective on August 1, 1988.
