Presiding Justice HARTMAN delivered the opinion of the court:

Two Republican judicial candidates claim opposing Democratic judicial candidates were not eligible to be placed on the November 3, 1992, general election ballot because they were nominated by party resolution to fill vacancies in nomination after the primary, rather than at the primary election or by petition. The vacancies were caused by the absence of Democratic primary candidates in these races.
