This appeal arises from a petition for mandamus filed by the plaintiff pursuant to Ill.Rev.Stat.1989, ch. 110, par. 14-101 et seq. The relief requested by plaintiff's petition was that the circuit court require defendants to issue a written decision either granting or denying plaintiff's request for retroactive disability benefits dating back to September 20, 1984.
