This appeal arises out of a workers compensation claim made by Steven Matthew Killings worth for death benefits from Claude C. Killingsworth, his father. Benefits were awarded by the administrative law judge (ALJ), whose award was upheld by the Director of Workers Compensation and the district court. The City of Wichita appeals that award, claiming that Steven was not dependent on his father at the time of his father's death and is, therefore, not entitled...
