The pro se plaintiff's action arises from a drug raid on an apartment located in the District of Columbia conducted by officers of the Metropolitan Police Department (MPD) on May 11, 1988. Plaintiff's complaint, filed on January 3, 1992, asserts in essence that he was inside the apartment when the officers entered unlawfully, beat him, and then arrested him on false charges of possession of a controlled substance....
