The City of Columbus Board of Zoning Appeals and the Columbus-Bartholomew County Department of Building and Zoning Administration (City) brought a civil action against Big Blue, a retail store, to enjoin Big Blue's outdoor display of garden supplies as a violation of the City's zoning ordinances.
