The petitioner was employed by the respondent Triborough Bridge and Tunnel Authority (hereinafter TBTA) as a Bridge and Tunnel Officer on February 20, 1989, subject to a one-year probationary period. At that time, he was also employed fulltime as a Bus Maintainer Grade "B" by the New York City Transit Authority (hereinafter NYCTA). He had been employed by NYCTA for approximately 19 years.
