LARSON, Justice.

Becky Fitz Flores, an assistant Scott County attorney, filed two support actions under Iowa Code chapter 252A (1983) against Robert Bain as the putative father of Jacob Ackley. Pursuant to an agreement with the putative father, the second action was dismissed by Flores. A third support claim, brought by another lawyer, was rejected by the court on the ground that Flores' dismissal of the second suit precluded further litigation on the issue of paternity...
