On June 30, 1990, the petitioner allegedly tripped over debris left in a stairway by another tenant who was moving out. The building, in which this alleged accident occurred, is owned by the respondent Housing Authority. Petitioner filed an accident report which is dated September 6, 1990. It fails, however, to list the date and time of the incident. Petitioner moved for leave to serve a late notice of claim on November 28, 1990...
