Plaintiff, Jimmy Jackson, filed an action under the Structural Work Act (Ill.Rev. Stat.1983, ch. 48, par. 60 et seq.), to recover damages from defendants, Back of the Yards Neighborhood Council (Council), Astro Amusement Company (Astro) and Allstar Amusement Company, Inc.
