Young, Kevin Bumberger and Michael Smearman, who collectively1 petition for review of an adjudication and order2 of the Insurance Commissioner which affirmed the Catastrophic Loss Benefits Continuation Fund's (CAT Fund)3 denial of benefits to Petitioners.
