This case is before the court on appeal by the plaintiff, William E. Burns, from a judgment of the Superior Court denying his request for a declaratory judgment. The plaintiff is a resident of Newport, Rhode Island, a registered voter and taxpayer, and a person who voted against off track betting in the general election held in November 1990.
