This matter comes before us as a result of a grant of a petition for a writ of certiorari by the employer, American Stores, Inc./Star Market (American), to review a final decree rendered by the appellate division of the Workers' Compensation Commission (commission)1 in favor of the employee, Carol Bailey (Bailey).
