FORREST, J.

The City of Seattle (City) appeals a judgment finding police negligence caused the death of Leola Washington, claiming: (1) the public duty doctrine bars liability, (2) the death was not proximately caused by the City's acts, and (3) the City is immune to liability.1 We agree in part and reverse.
