The issue upon which resolution of the instant "tempest in a teapot" turns is whether a "restoration fee" of $25 which must be paid to the Commonwealth of Pennsylvania Department of Transportation ("PENNDOT") to obtain reinstatement of a Pennsylvania driver's license, pursuant to 75 Pa.C.S. § 1960, is a pre-petition "debt" which is potentially dischargeable in the Debtors' Chapter 13...
