The plaintiff, the American Automobile Association, appeals a decision by the Superior Court (Flynn, J.), upholding the constitutionality of an amendment to RSA 261:20 (Supp. 1992), increasing motor vehicle certificate of title fees, and allocating fifty percent of those fees to the State's general fund.
