Beleaguered by relentless drug trafficking at the John L. Sullivan Apartments, the Springfield Housing Authority (Authority), owner and manager of the ninety-six residential units at the complex, brought a complaint alleging that the defendants were engaged in activity which violated the Federal Racketeer Influenced and Corrupt Organizations Act (RICO), 18 U.S.C. § 1962(c) (1988).
