Tierre Smith, whose date of birth is January 12, 1976, was charged by petition filed in juvenile court on December 18, 1990, with delinquency for violating LSA-R.S. 14:27 and 14:30, attempted first degree murder. At the detention hearing that same day Smith denied the charge, but the trial court found probable cause for his arrest. After being continued four times, the adjudication hearing was held on July
