Alan Young appeals from an order of the Superior Court (Penobscot County, Kravchuk, J.) affirming a decision of the Board of Trustees (Board) of the Maine State Retirement System (MSRS) denying Young disability retirement benefits. Young argues that the process used by the Board was inadequate to provide the particularity required for judicial review and that the decision was not supported by substantial evidence in the record.
