OPINION

DAVIES, Judge.

Colonial Insurance appeals from a summary judgment holding it primarily responsible for payment of basic economic loss benefits to its insured, Sandra Peterson. Colonial claims primary coverage should be provided by respondent, the insurer of the police vehicle she occupied when injured. We affirm.
