FACTS

Douglas Borchers ("appellant") was convicted of a felony in 1974 and sentenced to twenty years to life in prison. In November 1981, appellant became eligible for parole. After repeated requests, parole was authorized in 1987. On May 7, 1987, appellant signed and accepted the grant of parole.
