On September 1, 1988, inspectors from the respondent Department of Consumer Affairs visited this garage and, after the inspection, issued a Notice of Violation citing the petitioner for storing vehicles in excess of the garage's lawful capacity, in violation of section 20-327 of the Administrative Code of the City of New York.
