Hoffman and Marian Hoffman (collectively, landowners) appeal an order of the Court of Common Pleas of Luzerne County (trial court) which affirmed the decision of the Foster Township Zoning Hearing Board (Board) denying landowners' application for a zoning permit to expand an allegedly existing nonconforming use of their property as a liquified petroleum (LP) gas storage facility.
