OPINION

ZAPPALA, Justice.

This is an appeal by Frank R. Mascara, Metro Petrosky, Jr. and Edward M. Paluso, Commissioners of Washington County, from the Commonwealth Court's order dated June 5, 1988 116 Pa.Cmwlth. 613, 544 A.2d 514 relating to the surcharge imposed by the County Controller in the 1985 Washington County Annual Financial Report Surcharge.1
