Ramiro P. Munoz appeals his conviction of one count of delivery of a controlled substance, cocaine. The issue is whether the trial court's procedure in permitting juror questions violated the defendant's constitutional rights to a fair trial by an unbiased jury and to effective assistance of counsel, and whether the procedure was improper rulemaking. We find that the issue was not properly preserved
