WILNER, Chief Judge.

The Director of Finance of Baltimore City appeals from an order of the Circuit Court for Baltimore City striking an enrolled judgment entered in a forfeiture action. We shall vacate that order.

The seeds of this controversy were sown on January 9, 1989, when appellee, Keith Harris, was arrested in Baltimore City and charged with certain drug offenses. At the time of his arrest, the police seized $6,052 in cash from him. On March 28, 1989...
