This matter comes before the court pursuant to 28 U.S.C. § 158(a) on appeal of the bankruptcy court's order of February 20, 1991. In its order of February 20, 1991, the bankruptcy court enjoined the Internal Revenue Service ("IRS") from proceeding against debtor Toni Lee Davis ("debtor") and ordered the IRS to pay debtor $475.00 in compensatory damages, $700.00 in attorney's fees, and $3,525.00...
