Janice L. Demmy appeals to this Court from the determination made by the Commissioner of the Pennsylvania State Police (PSP) that she is physically unfit to carry a lethal weapon. Since 1980, Demmy has been employed by General Public Utilities Nuclear Company (GPU) at the Three Mile Island Nuclear Generating Station as an armed security guard.
