In this original proceeding in mandamus,1 we are asked to determine the validity of a practice of the Board of Review (Board) of the West Virginia Department of Employment Security (Department) requiring telephonic hearings in certain unemployment compensation cases. The petitioner contends that he is entitled to a hearing at which he can appear in person to present evidence regarding his unemployment
