The Indeterminate Sentence Review Board (ISRB or Board) revoked petitioner James Locklear's parole and set a new minimum term of 36 months. This new minimum term exceeds the Sentencing Reform Act of 1981 (SRA) standard range for Locklear's crimes of conviction. RCW 9.94A.
