The Pennsylvania Department of Transportation (PennDOT) appeals the April 4, 1991 order of the Court of Common Pleas of Philadelphia County (trial court) which dismissed PennDOT's preliminary objections to the petition for appointment of viewers filed by Appellees George Mano, Sr. and George Mano, Jr. (Landowners).
