On April 3, 1992, Robert Canady filed suit in the Ohio Court of Claims, asserting a variety of claims against the Ohio Department of Rehabilitation and Correction and others, including a claim of dental malpractice involving a time when Canady was incarcerated at the Chillicothe Correctional Institution ("CCI").
