Petitioner, Cellular Telephone Company (hereinafter Metro One), seeks a review of the April 10, 1991 resolution issued by the respondent Zoning Board of Appeals of the Village of Dobbs Ferry (hereinafter ZBA). This resolution affirmed the Building Inspector's denial for a permit to construct a cell site1
