HSJ Enterprises, Inc., trading as Videorama, and William B. Toro, Jr., its president (collectively referred to as Toro), were convicted in a jury trial on sixteen counts of selling or renting obscene videotapes in violation of the criminal code of the City of Norfolk.1 The misdemeanor convictions resulted in fines totalling $13,000.
