The plaintiffs, three registered voters of the Commonwealth, bring this action challenging the failure of the Executive Council (Council) to comply with the notice requirements of the open meeting law. G.L.c. 30A, § 11A 1/2 (1990 ed.). They claim the Council violated the open meeting law by conducting, without public notice, two public hearings regarding the nomination and confirmation of Michael J. McCusker as clerk-magistrate of the West Roxbury District...
