In September, 1990, the Western Massachusetts Electric Company (company) petitioned the Department of Public Utilities (department) for approval of its conservation and load management programs and of its right to recover certain related costs. In order to reduce the consumption of electricity, the department requires electric utilities to adopt various conservation programs that are cost effective to the utilities.
