The Pennsylvania Labor Relations Board (PLRB) and the Crawford Central Education Association (Union), Intervenor, appeal from the order of the Court of Common Pleas of Crawford County that reversed the PLRB's order, which held that the Crawford Central School District (District) had committed an unfair labor practice for failure to comply with an arbitration award. We reverse.
