PER CURIAM:

This matter is before us on the petition of Jay S. Ross for a writ of certiorari. We shall grant the writ, summarily vacate the judgment of the Court of Special Appeals, direct that the judgment of the Circuit Court for Montgomery County entered 14 June 1990 be vacated, and remand the case for further proceedings.
