Pursuant to Supreme Court Rule 8, the Superior Court (Gray, J.) has transferred the following question: "Whether plaintiff's action, which seeks to impose liability on the [New Hampshire] Board [of Psychologists] based solely upon actions taken by co-defendants in the course of adjudicating an administrative complaint, is barred by the doctrines of quasi-judicial immunity or sovereign immunity?"
