The plaintiffs, Dennis Quinlan, Kevin and Lydia Cooper, and Stephen Towne, appeal an order of the Superior Court (Nadeau, J.) dismissing their appeal from a decision of the Dover City Council that rezoned approximately forty acres of land from low density residential use to commercial use.
