This is an appeal by the Fraternal Order of Police, Capital City Lodge No. 9 ("FOP") from a judgment of the Franklin County Court of Common Pleas dismissing the FOP's appeal from an order of the State Employment Relations Board ("SERB") ordering a representation election upon application of appellee Franklin County Law Enforcement Association ("FCLEA").
