In this appeal, we decide that whether La Crosse County shall classify its jailers as protective occupation participants in the Wisconsin Retirement System is not a mandatory subject of bargaining under sec. 111.70(1)(a), Stats. We conclude that classification of participating employees in the Wisconsin Retirement System as protective occupation participants through collective bargaining is incompatible with the public employee trust fund law, ch. 40, Stats...
